Generally, responsibility the company with control over the work has the primary responsibility, which in this case sounds like the client–especially where the work is done at its facilities. This would very likely be the case for kits, first aid rooms and other provisions relating to the facility itself. A case could be made that responsibility for first aid personnel falls to you. But it depends on jurisdiction and the situation.
