    We are a small service company in the construction industry trying our best to become COR certified in our Service area. We care a great deal about SAFETY on the job and always have, but trying to stay current with the ever changing Health and Safety regulations landscape and the escalating demands by Information Compliance Brokers ie: AVETTA – ComplyWorks – ISNetworld – who are the vetting depositories that mine Service Companies like ours for Safety and Regulatory compliance on behalf of larger clients like NESTLES, SUNCOR, PARSONS, and KLOHN CRIPPEN is very expensive, time consuming and a huge drain on resourses .
    So this leads me to my question and my need, Does anyone out there have a written policy or program in place specifically aimed at Subcontractor Management that would be a template we could use and grow into in order meet this newest need by the construction industries/big companies. I require:
    1) A policy or program written to ensure a Subcontractor adheres to the HSE standards required by the governing jurisdiction where they work.
    2) A policy or program that ensures that Subcontractors, Vendors and Suppliers will meet or exceed our own companies HSE requirements.
    3) A policy or program that address responsibilities and roles associated with the supervision of and the direction of Subcontractors.
    4) A policy or program that outlines Subcontractor orientation meetings, training and qualification requirements.
    5) A policy or program that addresses methods and safe work procedures that ensures that Subcontractors are aware of hazards associated with the work to be performed through hazard assessment and /or inspections.
    6) A policy or program that addresses Subcontractor incident/injury recordkeeping and reporting procedures.
    7) A policy or program that addresses methods for Subcontractor safety performance and evaluation.

    The OHSI site is the starting point. We have a rich selection of analysis and TOOLS covering contractor and subcontractor OHS (in Canada, HSE is “OHS” for Occupational Health and Safety). One caveat: We tend to cover it from the perspective of the host employer rather than the prime contractor or contractor with the understanding that the rules and requirements apply to the subcontractor downstream. The best place to go for an integrated Subcontractor management plan is Enform, the safety association for the Alberta Energy and Gas Industry. They’ve done an amazing amount of great work on this–albeit with an energy industry focus.
