April 24: Lack of Training and Supervision Factored into Rail Incident


The TSB released its investigation report into an incident outside Edmonton in which three rail workers were struck by a train while clearing snow and ice from track and sustained serious injuries. When the train crew noticed the workers on the main track, they sounded the train’s bell and horn, but the workers didn’t react because the portable gas-powered backpack blowers prevented them from hearing the approaching train. In addition, although CN conducted a job briefing with a supervisor, the workers who were to perform the work weren’t present. And the workers hadn’t been fully trained in safe railway working practices, weren’t directly supervised and hadn’t been made aware of changes to safety watch procedures.
