Cheryl A Edwards
Cheryl A. Edwards is Lead in the firm’s OHS & Workers’ Compensation practice group. She brings a highly focused, strategic and practical approach to workplace safety management, problems and litigation for provincial, national and international clients of the firm. A former Ontario Occupational Health and Safety (OHS) Prosecutor, Cheryl has been recognized as one of the best OHS and Workplace Safety and Insurance Board (WSIB) lawyers in Canada on the National Post “Best Lawyers in Canada” list, and as a leading Canadian occupational health and safety practitioner by Lexpert for over 10 years.
Cheryl has extensive experience representing employers, constructors, supervisors and officers and directors at OHS regulatory trials, complaints, inquests and appeals. She also advises and conducts litigation in labour relations and employment matters, including grievance arbitration, employment standards, wrongful dismissal, human rights and workers’ compensation matters. She was partner at a boutique labour and employment firm before joining Heenan Blaikie.
Drawing on her extensive knowledge of occupational health and safety law, Cheryl routinely assists clients with proactive OHS measures. These include advice on policy development and compliance with OHS and WSIB requirements. Cheryl has conducted health and safety “due diligence” audits for organizations of all sizes and their management. She assists with the immediate issues arising from a serious workplace accident, but also develops proactive Accident Response Plans and strategies to minimize the legal consequences of accidents. She also conducts practical and interactive in-house seminars and training sessions. Her in-house training seminars provide guidance on such topics as meeting Canadian OHS due diligence standards, dealing with workplace violence requirements, OHS standards when using contractors, discipline for safety infractions.

Called to the Ontario Bar in 2002, Jeremy Warning joined Heenan Blaikie in 2008 as a senior associate in the Labour and Employment Law Group. He advises and represents the firm’s provincial, national and international clients on a full range of labour and employment matters.
Prior to joining Heenan Blaikie, Jeremy spent seven years with the Legal Services Branch of the Ontario Ministry of Labour. During that time he conducted numerous trials and appeals involving Occupational Health and Safety Act (OHSA) and Employment Standards Act, 2000 (ESA) charges, and appeared before all levels of court in Ontario. Jeremy has also appeared before the Ontario Labour Relations Board in many administrative appeals relating to OHSA and ESA matters and has acted as counsel at coroner’s inquests.
Jeremy’s extensive knowledge of the OHSA and the ESA has led to a particular specialty in providing strategic and practical advice on these statutes. He gives proactive advice when regulators are at the door, and provides representation to employers and managers in regulatory prosecutions and appeals.
Jeremy is a contributor to the Annotated Occupational Health and Safety Act, a leading Ontario text used by corporate counsel, occupational health and safety and human resource practitioners, and law firms.

Norm Keith is a partner in Gowlings’ Toronto office and leader of the Firm’s National Occupational Health and Safety (OHS) Group. His practice specializes in occupational health and safety law, wrongful dismissal litigation and workers’ compensation. He also advises on matters including privacy law, labour and employment law, and alternate dispute resolution.
Norm has extensive experience in drafting employment contracts and is counsel for employers involving human rights, labour arbitration, judicial reviews, Ontario Labour Relation Board hearings and fiduciary duty lawsuits.
Norm is an accomplished trial lawyer. During his career, he has successfully defended more than 1,000 charges under the Ontario Occupational Health and Safety Act, related statutes and regulations. He has also represented employers at administrative tribunals, environmental prosecutions and coroner inquests. Norm has assisted clients in a wide range of industries in advising on workplace risk management and emergency preparedness planning.
Norm received his Canadian Registered Safety Professional (CRSP) designation in 1998. He is one of only two practising lawyers in Canada to achieve the CRSP designation, both of whom are Gowlings lawyers.

David is a workers’ compensation claims specialist with national experience in advising clients across Canada on workers’ compensation claims management. As a former adjudicator with Ontario’s Workplace Safety and Insurance Board (WSIB), David has extensive workers’ compensation knowledge and expertise. He provides training and consulting services to clients regarding accident investigation, claims reporting, return to work and appeals. As well, David has assisted clients in developing and implementing comprehensive return to work programs, thereby decreasing compensation costs. In addition, David has represented clients during revenue audits, current and retroactive registrations, cost transfer applications, and at all levels of appeal, including the Workplace Safety and Insurance Appeals Tribunal.
David has facilitated training sessions for both large and small clients across Canada. Training has included legal rights and responsibilities for workers, managers and supervisors under both the Canada Labour Code Part II and provincial OHS legislation. As well, David has delivered training in topics such as workplace accident investigation, Joint Health and Safety Committee functions and powers, workers’ compensation claims management and trends in enforcement of OHS and workers’ compensation laws.
David provides litigation support for clients facing Orders and regulatory charges under both OHS and workers’ compensation legislation. He facilitates witness interviews and the collection, examination and preservation of evidence to support clients in gathering due diligence evidence defence, as well as assessments of clients’ OHS management systems for legislative compliance.
