April 18: Deadline for Comments on Proposed Measurement of Upstream GHG Emissions
The federal government posted a notice in the Canada Gazette that sets out how it proposes to measure upstream GHG emissions resulting from new resource projects, such as pipelines and liquefied natural gas facilities. Interested parties have until April 18, 2016 to comment. The approach is two-pronged:
- The first part would measure emissions from the upstream activities “exclusively linked to the project,” such as emissions from combustion
- The second part is intended to assess the conditions under which the upstream emissions estimated in the first part could be expected to occur even if the project wasn’t built.
