Board Upholds Stop Work Order After Worker Dies in Scaffolding Fall

A worker was killed after falling from a scaffolding. OHS officers issued a stop work order and compliance order against the contractor that was erecting the scaffolding for not implementing a fall protection plan. The contractor appealed, arguing among other things, that the pulp mill where the fatality occurred didn’t count as a ‘worksite’ requiring a fall protection plan under the OHS Code.
